Do all recruits go through a recruit review board a week or so before graduating? If not what would be the reason for having him be called in front of a board?

Typically, no they do not. The recruit would have had to have had a medical or disciplinary issue. Those reasons could be countless as to what might have happened.

Here is some possibilities. If a person has trouble grasping what is required at boot camp they will go to ramp for some extra training or get reverted to another company. You can get sent to ramp and graduate on time if you improve. Getting reverted sets you back to another company.
If a person fails the final PT test then they will separate you. If a person get hurt as Old Guard said they can sent you home to heal. A person can self eliminate themselves or they can do something really grievous to end up being discharge. I'm betting he is hurt and can't train. What ever the cause, your son did something 99% of his peers will not. He volunteered to defend my family and the rest of the 99% of his peers who can't be bothered with enlisting. That my friend is something to be very proud of. Good luck.
