An issue has come up about displaying the flag of registry while entering a foreign port on a U.S. Merchant Container Ship.
This ship does not have a place to fly the flag on the stern. It has in the past always been flown two blocked on the gaff aft of the bridge putting higher that the foreign port's flag flown on the stbd wing
Someone read that when flags of more than 1 nation are flown at the same time that the flags are to be of the same height.

Does flying the flag of registry fall under this rule? And where can I find the answer?

I believe the gaff is the place of honor for the national flag.
