I am currently a Human Intelligence Collector (Interrogator) in the Army ... finishing my contract by Dec 2012.

E-5 date of rank Feb 2012, 3 years 10 months active duty service and 5 years total service. Most of my intel experience is related to the CG mission.

My main goal is to transfer to active duty CG. I would like to know what I have to do in order to be accepted or if there are any exceptions I would need to apply for.

I would do whatever is necessary to be eligible.

If not possible, I would like to check my options with the CG reserve. Any guidance?

I was just wandering through here and saw your post unanswered (I don't know if you will actually see this reply). I'm also a 35M (SFC, 14 years), I just got accepted in this year's DCIO program after having applied last year as well and being accepted only as an alternate. Check out the officer programs at gocoastguard.com. Be aware that there is no such thing as "transferring" to the Coast Guard. It is very much an "apply and hope to get accepted" process. If you want to remain enlisted, there is an intelligence rate but you would need to enlist...and you would likely not enlist any higher than E3. Based on your experience, they may let you get your name on a wait list for the Intelligence Specialist A School. I would have no idea exactly how that works or how long it would take. i would recommend that you finish your BA and apply either for OCS or the DCIO program (assuming you meet the requirements). Around August 2013 the new officer accession information should be available, be ready to submit a packet sometime between november and february. I hope that helps a little. Good luck.
O be wise, what can I say more? -Jacob

No IS isn't critical, he would go in as an E-3 and 4 months later go on the IS school list and have to wait just like the rest. There would be no favoritism even though your skills may help you down the line.

Now with the reserves you may qualify to skip A-school, it would have to be looked at.
