How do Air Facilities work? In my google research I've found ones at Charleston, SC and Newport, OR. Are there any others? And from google it seems like there is one 65 at each of these, so my question is where do the crews come from? Are they TDY from a nearby air station (Savannah/North Bend)? Or do they rotate from all the air stations across the country?

There's two seasonal ones, as well. Muskegon, MI (OPCON AIRSTA Detroit) and Waukegan, IL (OPCON AIRSTA Traverse City). They're staffed by TDY personnel and operate from Memorial Day to Labor Day. I believe the two you mentioned are also TDY staffed, but I'm not 100% sure of that.
