    Does anyone know the definitive answer as to the conditions under which the blue (non-operational) ensign can be flown? The AUXMAN states that it may be flown on any boat owned by an Auxiliarist as long as the boat has passed a VSC and displays a current VSC sticker and an Auxiliarist is on board while the boat is underway, and at or near an Auxiliarist's home. However, I have heard that this has been changed, although I can't find anything online documenting any such change.

    I did some nosing around. Heard back from National Dir HR. No changes.
