The Ribbons Order of Precedence page at the Uniform Distribution Center site should be of use to you.

Center is a Coast Guard Meritorious Team Commendation.

Upper right is a Coast Guard Presidential Unit Citation.

Meritorius Team Accomadation is the "The center one: Blue on the ends with red and 4 white stripes."

And The Hurricane Katrina ribbon is the "Top Right: White on the ends, Orange, white, blue stripe, white center with a Small Hurricane Symbol in the middle."

Further research reveals that the Coast Guard Presidential Unit Citation is the white, orange and blue ribbon without the 'hurricane clasp'. The 'hurricane clasp' is a special device authorized for those honored with a Presidential Unit Citation for responding to Hurricane Katrina.

Additional research in the Coast Guard Medals and Awards Manual indicates that the Hurricane Katrina Presidential Unit Citation is the only Coast Guard Presidential Unit Citation awarded in at least the last 40+ years. The only other Presidential Unit Citations referenced are Navy P.U.C.'s for operations during the Vietnam war in which Coast Guard units participated.<!-- Edit -->
