Switch of rate?

I was wondering if I would be able to switch rates from BM to ME. I've read Chapter 7 Section C (http://www.uscg.mil/rpm/rpm3/change_rate.asp) of Enlisted Personnel and I'm still left guessing. I've chosen already to enlist as a BM, for the benifits to help with college. But I was curious to know if after my 6 years of reserves would it necessarily be the end of my coast gaurd career? After my 6 years are up of reserves the only job I could see myself doing is ME. By then I would hope to have finished either my bachelors degree, possibly a masters degree in criminal justice. In Ch.7 section C of enlisted personnel it says "little or no requirement or training capacity for his or her particular rating" to switch. What would be a rate remotely close to the ME rate that would require barely any training? I figured being trained as a BM I would learn some law enforcement on the water, along with the ins and outs of boats. Would there be any possibility of me switching rates? Some have replied to some of my other topics, saying flat out no the government wouldn't like to "pay" for the schooling and some have said to do more research. Maritime Enforcement is what I'm seriously looking to do as active enlisted. "Desires and qualifications of an individual" (Ch.7 section C enlisted personnel) is the only piece of information that gives me hope. I'm passionate about it, while others could care less to read this and offer any serious advice. I would really appreciate it if any one could take the time out to explain to me some of the answers to my questions. Thank you for your time

It is all subjective. If you are released by your rating force Master Chief and the assignment officer, you will be free to put your name on another school list. That's pretty much it. On the reserve side, an ME opening would have to exist as well, but considering ME is one of the larget ratings on the reserve side, it shouldn't be too much of a problem. If you are looking to integrate to active duty down the road, that could be a challenge. Active duty has very limited numbers each year. It's not impossible, just tough.
You can meet the standard, or you can set the standard. It's your choice.
