HYNChick - Just to clarify, the "dream sheet" is sailor lingo for the e-Resume (meaning - they're one and the same form). There is no separate sheet for your "dream" billet, it goes right on the e-Resume.
Choices for assignment which can be; 1) region, 2) unit type, 3) specific units, 4) combination of all three. "Least desired" is also noted to assist the AO in case none of the choices are available to the member. Remember, a billet needs to be filled somewhere.
Each [SEP? OCT?] a 'shopping list' is published of expected vacancies for the coming transfer year. The members fill out their e-Resume based on this list. They are also strongly encouraged to put their "dream" billet on this list as sudden, unexpected vacancies do occur from time to time. The list is updated monthly through December which gives the members a chance to amend their choices. Some of the criteria for selection are:
1) Member priority (based on current assignment)
2) Member preference
3) Member qualifications and marks (grades)
4) Member rate at time of transfer
5) Billet availability
6) Must be tour complete
7) Competition for the billet desired (how many others are asking for the same place)
8) Trump card - Needs of the Service
One other option is to "extend" a tour at present unit upon normal tour completion. This too goes on the e-Resume. Extensions save the CG money so it is used with some frequency, especially at hard to fill billets. Extensions are usually only at the members request or, in the case of involuntary extension, due to unforeseen circumstances.
