    You are approaching another vessel and will pass starboard to starboard without danger if no course changes are made.  You should __________.

    1.    hold course and sound a two blast whistle signal
    2.    hold course and sound no whistle signal
    3.    change course to the right and sound one blast
    4.    hold course and sound two prolonged and two short blasts

    I think this is a bad question because you are asked to assume to much ie you donot convey the fact you assume if I had talked by radio, sent a light signal or both or perhaps got a response. I do believe the first action should be gain the others attention as under rule36 well before there is the chance of danger I learned a long time ago never assume the other guy can see you or even knows you are there so get his attention and some response.

    2.    hold course and sound no whistle signal
