    Where can I find out what the approved federal/state standards for allowable noise levels that are generated by watercraft (boats and PWC)?  Are there standards that the various manufacturers must adhere to and where can I find them?

     Most states and most manufactures use the SAE standards and testing procedures for determing these levels, But local authority rules in some cases Ie were when and how you can determine this is a real can of worms. Most pwc and boats with stock mufflers are at or below the recomened level You also can go on line and find your state testing procedure for most any given PWC or BOAT There are a ot of rules to make the test fair and impartial.     Can you tell me what the actual decibel levels are that would satisfy the SAE standards or let me know where to find them?

    GO to SAE SOUND LEVELS STANDARDS and TESTING for PWC AND MARINE CRAFT {BOATS}
    seems the average is around 70db pwc and maybe 90db or so for boats it all depends on the test and all the rules for the test, such as temp speed horsepower muffler size a whole host of thing you really have to be and enginer to understand these things to any great degree so if your trying to beat a ticket or something you really need a lawyer or testing eng that is real good at this feild
