Yes they are, kind of. Once they graduate from the LE academy and get a POST cert and are employed within California they can perform LE duties off base. In theory, they can provide mutual aid or agency assist. I'm not sure what Coast Guard policy is on this is.
I've been a cop in LA County for 26 years and a Reservist for 13 years and have never seen a CG member in a police academy, nor have I heard of one being awarded a POST certificate. It costs a chunk of change for an agency to send someone to an academy, so I don't see that happening, given the CG's budget situation. Also, it wouldn't make sense to send a member through an academy when in a few years, that member will likely get transferred to someplace where that academy certification is worthless.
