Hi, I know this is random but it is urgent. I saw a man viciously abusing his dog in order to obtain 'obedience' today at the dog beach. I have never reported this kind of thing and I feel that a 911 call would result in nothing, as I live in San Diego (large city) and they have a lot of human problems to deal with as it is. I have videos which have clear views of him abusing the animal, and I have his license plate number. Please, if you have any tips on what to do and who to contact, please let me know. Thanks!

Thanks, I went ahead and called non-emergency and they directed me to city animal services. Reported! I just hope they catch the dude.

I would follow up. Either go to the police station, head over to animal services, something. I have 3 dogs, they are crazy and not always the best behaved but that is my fault not theirs. I might give a yell but no beatings. That's horrible. I don't blame you for not approaching the person yourself. You don't know what sort of crazy that person is.
