What department does the USG answer to when they are overseas?

    Do they answer to DoD or Homeland Security? I know mainly operate under Homeland Security in the U.S. but how about overseas when they are outside U.S. and it's U.S. territories?  Does Homeland Security have any jurisdiction over seas? Would Homeland Security work under DoD and DoD take charge of a certain Coast Guard missions?  I just find this interesting.. 

    I was reading some USCG facts off this site which brought my attention to this.

    5. The Coast Guard doesn’t belong to the Department of Defense.

    The United States Coast Guard is the only branch of military service that doesn’t belong to the Defense Department. Rather, it is an arm of the Department of Homeland Security. Before the establishment of the DHS in 2002, it belonged to the Department of Transportation. Before that, it belonged to the Treasury Department. During a declared war, the Department of Defense can take operational control of the Coast Guard.

    The USCG will operate under the Department of Homeland Security at all times, except when operating directly for the Navy, or potentially, if a part or all the USCG is transferred to the DoD during a time of war. Cutters operating beyond our territorial waters are still considered to be operating under the DHS. Even when I was on Law Enforcement Detachments (LEDET's) on board US Navy ships, we operated under the DHS. We would ride the Navy ship, looking for boarding targets, and once one was found, we would transfer tactical control to a US Coast Guard District, effectively turning a big grey Navy ship into a Coast Guard cutter for the duration of the boarding. This is largely because of our law enforcement capabilities that the DoD cannot exercise. We have many bilateral agreements with different countries that wouldn't be capable if not for our service being in a different department, and seen as more a law enforcement and humanitarian entity, than one of war.

    As for your question on jurisdiction, that gets complicated.  We have jurisdiction over U.S. citizens and vessels everywhere, though we have to receive permission to enter foreign waters to enforce our jurisdiction in that case.  We also have jurisdiction, depending on the laws being enforced, up to 200-350 nautical miles from our coast line.  Through bilateral and multilateral agreements, we can assert jurisdiction on behalf of the party state over their vessels or within their waters as well.  It is through this last one that we can stretch our jurisdiction the most.  It's like having agreements between different counties or cities, that if a cop driving through a different jurisdiction observes a crime, he could arrest on behalf of the county/city he is currently in, and then transfer the case to that county/city for prosecution.
