I was looking at the Coast Guard Auxiliary "National Help Wanted" Web page and I saw some Cyber Security jobs that looked interesting to me and I saw this main requirement:

"Due to the nature of this position, candidates must have a current completed PSI at the DI or DO level."

Is this a security clearance level that a civilian can't or may have a hard time getting?  Can I apply for these if so how?

You can apply for these clearances. If you are already a member, go up through your Chain of Leadership.

These are not clearances but different types of Personnel Security Investigations (PSI). Clearances are different, Confidential (Not Used Much if at all any more), Secret and Top Secret. There are differing scopes of investigations conducted depending on the requesting agency's requirements such as Lifestyle/Polygraph, Special Compartmented Information etc. AUX can get these if the requesting agency (usually USCG) feels there is a need for them, but rare. As far as AUX is concerned There are three types of Auxiliary PSIs: a. Operational Support (OS) – applicable for entry level membership and most activities. b. Direct Informational (DI) – applicable for Auxiliarists who require access to Coast Guard Standard Work Stations (SWS) and/or networks (i.e., the dot mil domain) due to the nature of the support that they provide to a Coast Guard unit. c. Direct Operational (DO) – applicable for more advanced and mission-sensitive activities that effectively require an Auxiliarist to be security clearance-ready. Hope this helps.

Actually, I understand Aux. that are qualified for various duties are 'cleared' and in addition to DO (Direct Operations) many duties are cleared to Base Access which is the equivalent of Secret but since the Coast Guard holds that clearance internally and only shares it automatically with OPM (or so I have been told) any clearance verification would involve an RRP reciprocity being filed with the CG HQ security office, not a trivial procedure. Aux. background checks, clearances, etc. do NOT necessarily show up in JPAS or Scattered Castles but the SF-86 is on file with OPM. Unfortunately that means that the hack of OPM under the Obama Administration has exposed all CG Aux. (along with millions of others) to exposure of lots of PII.
