What rating is the flight deck crew or are they non rates? What do some of their tasks entail? 

If you are talking about cutters then flight deck crew members can be any rating including nonrates. Flight deck qualifications are just collateral duties that anyone can do. Duties depend on what team you are on which include fireteam, tie down team, fuel team plus a couple others who run the show.

Is there much of a difference with a station as opposed to a cutter? Or does the same apply?

Small boat stations do not support helicopters

They may not have aircraft on them but they support the heck out of helicopters. If they don't, I owe an apology to a lot of boaters that we just decided to lower our basket down to.

I'm aware of that.  My comment was pointing out the fact that stations do not have helos assigned to them
