I believe A School does fall under Title 10 - 10 U.S.C. 671.

The three types of active duty that you CAN receive a 214 for are as follows:
T10 (under section 12301)- active duty due to a national emergency or war
T14- Coast Guard contingency operations in support of a man made or natural disaster, e.g the recent hurricanes or the Deepwater Horizon disaster in 2010
Active Duty Operational Support (ADOS)- often used to fill manpower shortages or provide manpower for special events. An example of this is Operation Summerstock,which takes place May-September in the 9th Coast Guard District (Great Lakes). There is an increased need for manpower in this area due to the exponential increase in recreational boating traffic during the summer months.
