I am an A-school student with 2 years of service behind me. I have received orders to an OCONUS billet and was “forced” to extend a year to meet a 3 year obligation. I have tried researching the topic of SILO separation in lieu of orders. I asked my instructors if this was an option for me as I only planned on doing 4 years and would rather get out early than extend a year. I was told that I am not allowed to SILO from A-school and that I would have to either go forward with my orders or disenroll and finish out my 4 year contract as a non-rate somewhere. I am looking for advice and solid information that states that I can or can’t SILO in A-school. The second part of this question is what kind of discharge would I get with a SILO and would I be able to keep the partial GI Bill?

When you accept orders to "A" school, you are entering into a contract with the Coast Guard that they will train you, and in turn you owe them a certain amount of service after the training. You cannot take the training and run. Each school has a required service post completion of the school.
As for your second question, SILO is not an option for you so it's a moot point. If you have already signed an extension to fulfill your requirement for the Coast Guard training you, then you should honor the contract you signed. Also, if you have your orders, that means you have almost finished school. For you to be that close to finishing school and quit so you don't have to fulfill your obligation is kind of like giving the middle finger to the Coast Guard. They have invested a good amount of money to train you. In Summary:

*Each "A" school has a required time of service after school. They spend a lot of money to train you; you owe them time.
*You cannot SILO. By accepting orders to School, you have entered a contract that states you owe them time upon completion. If you disenroll right before graduation because you do not want to go OCONUS and fulfill your required time, it is going to look real shady. You will either have to quit school if they will let you and go wherever they send you for the remainder of your first contract, or honor your agreement with "A" school.
*Not knowing that you would have required time of service upon completion does not excuse you from fulfilling your requirement.

    Hope this helps
