Coast Guard Recruiting Manual, COMDTINST M1100.2 (series) B. Enlistments, Evaluations, and Advancements, COMDTINST M1000.2 (series) C. Post 9/11 and Montgomery GI Bill Educational Assistance Programs, COMDTINST M1780.3 (series) D. COMDT COGARD WASHINGTON DC 261032 AUG 20/ALCOAST 317/20 1. OVERVIEW. This ACN announces a pilot program, effective 01 JAN 2021 and terminating on 30 SEP 2021, to test the utility of two-year enlistments for non-prior service recruits. This expands the commitment options for non-prior service applicants to enlist into the regular Coast Guard. 2. ELIGIBILITY. This program will be strategically managed by Coast Guard Recruiting Command (CGRC) for maximized effectiveness. In addition to all normal accession requirements, two-year enlistments require a minimum Armed Forces Qualification Test score of 36 in addition to having ASVAB eligibility for at least one Class A school. Additional requirements may be set by CGRC. 3. POLICY/PROCEDURE. The following information provides a temporary addition to the terms of enlistment covered under paragraph 5.C.1. of REF (A). a. Two-Year Enlistment: This program requires new recruits to complete: (1) Two years of active duty (2) Four years in a Selected Reserve (SELRES) status, and (3) Two years in a Ready Reserve status (i.e., either SELRES or Individual Ready Reserve (IRR)). b. Members who enlist under this program must apply for a Class A school within their first 12 months of service to ensure they are making progress towards advancement, in the event they choose to extend their enlistment. If member requests, qualifies, and agrees to attend Class A school during their first two years of active duty, their enlistment will be extended to meet the required Class A school obligated service. c. Members who enlist under this program must apply to, and remain on, an active duty Class A school waiting list to be eligible for extension or reenlistment beyond their initial two-year active duty contract. If otherwise eligible, according to 1.E.1., 1.E.2., and 1.E.3. of REF (B), nothing precludes members from reenlisting or extending, to serve longer on active duty or in the SELRES than the minimum listed above. d. Members who enlist under the two-year program may be eligible for enlistment bonuses; details on bonus applicability will be provided SEPCOR. e. If member decides to be released from active duty after completing the 2-year active duty commitment, they will be required to apply, six months before their expiration of enlistment, for a Reserve billet at a Class A school. If they fail to do so, they will be slated for one based on the needs of the Coast Guard Reserve. Once separated from active duty, they will attend Class A school as a member of the SELRES and their assignment will be based on the needs of the service. Once they attend Class A school as a reservist they will be ineligible for long term, ADOS-AC, EAD, or integration for the two years following graduation, unless waived by CG PSC RPM. This prohibition does not apply to ADOS-RC. f. Eligibility for Post 9/11 GI Bill. In accordance with 4.A.3. of REF (C), a Service member is entitled to 80% of the maximum benefit if the member serves an aggregate of at least 24 months, but less than 30 months, on active duty commencing on or after September 11, 2001 and is honorably discharged or released from active duty. Member will be eligible for 100% entitlement and the “Yellow Ribbon” Program after serving at least three years (36 months) of active duty service and is honorably discharged or released from active duty. 4. All members are encouraged to become familiar with REF (D) which revised the “Everyone is a Recruiter” Incentive Program. 5. QUESTIONS/CONTACTS. a.
