Although I have no personal knowledge of the process, it has been reported on this board on several occasions that nothing that happens at Cape May has any input into the non-rate assignment process other than 1) what each non-rate puts on their dream sheet and 2) whether said non-rate graduates on time or not. Other than that, the non-rate detailers go about their business of ensuring that all open non-rate billets are filled. Exactly how they do that is classified 'double secret.'

Enlisted Personnel Management (EPM) makes the decisions where people go. How they do it is a complete mystery. They do accept input and try to place people where they want to be.

We found it on the Vacation By Owner site. rates are better than hotels, and they come with a kitchenette, and you are in a neighborborhood, walking distance to the beach. sounds more relaxing and less touristy than Waikiki.
