I think he's asking how they will order the initial list of applicants, which will then decide who will go first and who will not.
That's a good question and I have seen nothing posted in public about it. Lacking any better information on which to speculate, my guess would be either first come, first served or by seniority.
The former has the advantage of being more or less business as usual, but may not be very fair if they get a slug of applicants on 1 October that leaves everyone at the mercy of email routing vagaries. The latter is at least simple (as opposed to doing a full-up evaluation and selection board) and is still somewhat consistent with current practice in that O3's do go ahead of all O2's.<!-- Edit -->
