Hello,
Can someone tell me, or point me the regulation
regarding transmitting from shore to ship? We
live on Puget Sound and would like to
transmit on channel 68 to friends boats and
ch 16 if we observe an emergency. Thanks in advance!

68 is a working channel so you can certainly transmit. There are no rules prohibiting shore to ship hailing as long as the are not on Coast Guard frequencies or 16.
