    Could use your in put on this one.
    DO "Volunteer Instructors" need a "Launch Permit" to operate small outboard crafts to transport students to mooring area?
     Was asked if their Instructors need "Launch " license to take studenst back and forth from dock to moorings. Sailing school instructors take 4-5 students to moorings  via small boats with outboard engines. This will be done in NYC area.  NO fee is envolved in this . Understand "Instrucotrs" volunteer time to teach sailing to students. Thus no fee is charged. 
    Will  taking NYS Safe Boating course  be OK? (age of instructors are all of 18 yrs  and students over 14yrs of age.)
