    Who do I contact, or where do I go to find the rules and regulations for transferring gasoline in a tank mounted on a trailer. This is used to transfer gasoline from the local gas station and then transfer to a local residence to fuel a boat that is in the water at the residences.

    The "gas trailer" is used for private use with several people. My concerns are that the trailer registration is in my wife's name and I'm worried about the liability and fines that may be associated with this device since I was the one who assembled it. I don't believe this gas tank and trailer assembly is legal nor is it safe. The tank is steel constructed with no labels for type of use or of being pressure tested and is rusting. The tank is also held down to the trailer with nylon tie down straps that appear to be badly weathered. I don't believe the hose has the correct grounding to prevent a static spark at the opening of the boat fuel tank. Upon inspecting the hose I also noticed that the hose has a 12" wear spot where the nylon cording is exposed. It appears to have been dragged on the pavement while being towed. I am afraid that this thin spot may rupture during use, dumping gallons of fuel into the water.
    This tank and trailer assembly is transported on the public roadway at least once a week by several individuals. Approximately 15 to 30 miles round trip. It is my opinion that it is in the best interest for all parties involved and for the safety of the general public that this trailer assembly be removed from use. Not only for traffic and boating safety, but also for environmental safety of our waterways. This trailer has been in use since 2004 and thank God there hasn't been an incident.  I am looking for some support in my decision to remove this trailer from use i.e.: rules, regulations, law enforcement fines, ect. Your opinion is greatly appreciated and if you could refer me to other agencies that my have jurisdiction over these types of devices that would also be appreciated. There are several of these types of trailers in the neighborhood along with 100 gallon tanks that are loose in the back of pickup trucks. The tanks are passed from on truck to the other. This seems to be a  growing practice among boaters to save the 30 cents per gallon at local gas docks. I have been unable via the internet or  from my local police departments to find any rules or regulations for this type of fuel transportation and transfer. I'm sure that it will only be a matter of time before someone is seriously injured.
