    I have a Ocean Master (1600 GRT and Chief Mate AGT) License issued on 8/13/93 with original STCW and BST from 5/2/01. I have worked inland with continuing BST refresher (not ocean certified) and STCW limited to inland waters. My 5/8/07 License has the annotation: "For vessels under 200 GRT, 500 GT on domestic voyages only, the holder of this license meets the STCW 1995 regulations without further endorsement".

    Now I wish to sail on my Ocean Chief Mate (AGT) license, but was told by NMC that I need to document all advanced training certificates at great cost and time commitment. My understanding is if I had done nothing with my license the Ocean Master and Chief Mate could have been renewed with BST and the test option for currency of service.

    Is there no way to remove the inland restriction without a complete recertification of license qualifications?
