Alright, so I think I've got all my other papework squared away, I just need to write my narrative...

I'm just not quite sure what all I should write about. Is this my goals and objectives in life or for the coast guard? My recruiter said I should include "everything", but he was also talking about a lot of different stuff at the time so I'm not quite sure how to take that. Any thoughts/hints?

You need to talk about who you are as a person, what your goals and ambitions are, what will make you a good Officer in the Coast Guard, etc. I submitted my package for the July 2010 class. PM me if you would like more details about what I wrote, I could even send you my submitted narrative to give you an idea on how I did it.

The letter needs to show your desire to be in the Coast Guard and what you bring to the table. You can put future goals but be careful. If you say you want to use the CG as a stepping stone and only plan on being in a couple of years, you won't look good. Again, focus on what you bring to the table that makes you stand out and what you want out of your CG career.
