My daughter will graduate on September 17th. She does not go to tech school until November 22nd in California. Will she be flown back to Miami, FL her home base? If so when, on that day after graduation or Saturday?

Miami isn't her "home base". She doesn't have one, sort of, her home base is school. She will get her 5 days leave, flying home will be up to her, the CG will pay for her to get to school. She will report into the base there at school and they will find something to occupy her time until school begins.

Since she is Reserve she was told that it has been approved and we have it in writing that she will be stationed in Miami. So I was wondering are they going to fly her there so she can work a month then go to California after bootcamp?

That's hard to say. Feasibly, she could fly back to Miami, check-in to her drilling unit, then fly from Miami to Petaluma to start school. However, the CG may only reimburse the cost of a plane ticket from Tracen Cape May to Tracen Petaluma. Southern118 or someone smarter than me can probably clear up some of the red tape surrounding your question.

Just guessing but, applying the 'principle of parsimony' to this problem which, in the past I found useful for predicting what the military would do to me, I find it hard to believe that they would keep her on active duty with full pay for two months of makework in Petaluma, when they could just as easily fly her back to Miami, put her on reserve status for those two months, then fly her out to Petaluma in time for her class to start and save a couple thousand dollars in the process.
