I live and sail in the 13th CG District, in Portland Oregon. I live on a floating home where I moore my boat. In order for me to reach open sailing water, I must request a railroad bridge owned by Burlington Northern to be opened with 30 minutes advance notice.
Most often BN leave rail cars on the swing bridge and I often call 45min to 1 hour in advance so they can move the cars. The local BN workers are very helpful but they cannot do anything until given autorization by their dispatcher located in the mid-west.
I was returning to port today and called for an opening 1 hour prior to reaching the bridge and again 30 minutes prior. Upon reaching the bridge, there were seven rail cars and no engine parked on the bridge. I had to wait 1.5 hours before the cars were moved and the bridge opened.
My question: Is there a USCG form or formal procedure to file a complaint for this type of river impediment?
